Summary:Parnell writes to clarify remarks he made earlier that day in the House of Commons on the Charges and Allegations Bill. He quotes himself as saying 'whether we were in the position of having to accept as sheep the judgment of the butcher' and explains that he objects to the government, being partizans of The Times, nominating the members of the proposed commission as well as arranging the terms of reference, and says that he, Parnell, is expected to accept or reject the commission without any debate taking place.

This letter was written at a time when the House of Commons was discussing the commission to be set up to enquire into the authenticity of the letter published in the Times newspaper, purporting to be by Parnell, and which supported the killing of the Permanent Under Secretary to Ireland Thomas Henry Burke in the Phoenix Park in 1882.
