Summary:The memorandum discusses the seriousness of the situation from the Southern Unionist standpoint, as Home Rule is about to be enacted and the country partitioned. The author proposes that in deciding policy on Home Rule in the Irish Unionist Alliance Council or Committees, the members representing the six northern counties ought not to have a say, since their interests are already safeguarded, and since Southern Unionists have no say on the Ulster Unionist Council, formed some years previously.
