Sheridan vigorously pursued the policy of forcing the Indians on to reservations, which was naturally resisted by them. He reorganized his troops and in a series of campaigns drove the unfortunates to the edge of starvation, after which they had no choice but to capitulate. He carried out many of his fiendish plans in the dead of winter, to catch the Indians off guard.
