Summary:Circular detailing supposed plans being made by the British Government to arrest all leading nationalists including the Sinn Féin Executive Council, to place Dublin city under martial law and to prevent communication between civic and religious leaders. First line reads: "The following is a transcript of a secret document in cipher present at Dublin Castle." Handwritten annotation on verso: "This document having been withdrawn from the Irish Review it was circulated in this form."
