| Summary: | Illustration of a green four-leaved clover with celtic interlaced decoration and an orange border which outlines the photographs of De Valera and each member of his cabinet who are featured. A photograph of Eamonn De Valera is at the centre (“President and Minister for External Affairs”); underneath him is a picture of Séan T. O'Kelly (“Vice-President and Minister for Local Government and Public Health”). Each of the four “leaves” of the clover features the photographs of two T.D.s. and their tiles. Clockwise in the first are Séan Lemass (“Minister for Industry and Commerce”) and James Ryan “Minister for Agriculture”).
