Noufflard relates he spotted the Russian Baltic Fleet on its way to the Pacific to fight the Japanese. He states that the natives are afraid of going near European steamships for fear of becoming slaves. Noufflard relates that he wishes he had more information regarding the state of things in Belgian Congoland.
