Lemass writes in his letter to the Irish Trade Union Congress "My official interest in this matter arises from the fact that while exisiting conditions continue there is a real danger that rivalries between Unions affiliated to the two Congresses will disturb industrial relations, and render very difficult effective consultation by Government Departments with representative Trade Union opinion in matters affecting policy and administration.".
