The proclamation declares a new "Irish Workers' Republic", claiming that "the bourgeious politicians" have betrayed the Irish people, and states that it is the duty of Irish workers "to hold aloft the torch of Communsm as the only light that is capable of leading the Gael out of the slavery of capitalist exploitation into the haven of industrial democracy".
