The enclosed letter refers to a proposal to send a girl named Lily Browne to Canada in order to take her off the rates. Plunkett's reply rejects the proposal saying "We might, if we saw reason for it, order that this girl be deported; but if there is nothing else against her we cannot treat poverty as a crime".
