1936.

The report of the Commission of Inquiry is divided into three sections: (1) the Special Powers granted under the acts; (2) the Special Powers Acts in practice; (3) the effects of the Special Powers Acts. The Commissioners concluded that the the Special Powers Acts were being used overwhelmingly against one section of the population, namely the Nationalists. They said 'It is sad that in the guise of temporary and emergency legislation there should have been created under the shadow of the British Constitution a permanent machine of dictatorship ...'.
