Borough's letter, written on 7 August 1848, refers to conditions and the sense of turmoil in the country, which he blames on the 'agitation of the Repeal question'. Referring to the general mood in among the population he writes 'The lower orders of Roman Catholics are, to a man, disaffected, & ready for outbreak, if they had leaders'. The recipient of the letter is unclear.
