Referring to the election of the mayor [of Waterford?] O'Connell mentions the Catholic oath in the Relief Bill which has to be taken before two magistrates.
The letter was probably written circa late 1820s to 1830.
Roger Hayes was a barrister and prominent member of Waterford Catholic Association. In 1828 he was chairman of a committee which raised funds to relieve 140 people evicted by the Beresford family.
