Halls agrees that there should be as many Dublin Trades Council men in England as possible duringthe lead up a conference of the British Trade Union Congress on December 9th, 1913. Halls writes "...keep the flag flying, I rather expect there may be some developments before the Official Conference, our men are in a state of revolt in a good many centres, best luck to the boys".
Inscribed on headed paper "National Union of Railwaymen / District No. 7 Centre (Nottingham) / 101 Wolmer Road / The Meadows, / Nottingham".
