Bowerman requests that James A. Seddon, Chairman of the Trades Union Congress Parliamentary Committee, London be given access to the books of the Dublin Trades Council to verify the claims for lock out pay because "the sum required to enable your Council to pay the people on the various Union's books this week is considerably in excess of the amounts hitherto paid out".
