Telegram reads: "A dispatch Universal Service quotes you as saying President De Valera will point out that seventy five per cent of the voters of the whole of Ireland recently declared unequivocally for Home Rule and he will admit of no propositions to divide Ireland allowing Ulster to remain with Britain. Cable accurate statement. Irish-American delegates empowered to negotiate only recognition of existing Irish Republic".
