Summary:Campbell notes that his suggestion stems from his visit to Ireland in 1921 with the American Committee for Relief in Ireland and Michael Collins' interest in dedicating American raised funds to "the support and education of the children of the men and women who died in the war for their country. Mr. Collins had a plan practically worked out which he thought would accomplish what he had in mind".
