Letter inscribed on headed paper " Rialtas Sealadach na hÉireann / (Irish Provisional Government) / Baile Átha Cliath" and addressed to "Mr. Joe McGarrity. / 3714 Chestnut Street, / Philadelphia".
Enclosed "words of my reference at Castlebar" no longer extant.
