Summary:The Committee describe the destruction of a memorial wreath hung at the Wolfe Tone Memorial foundation stone by "Policeman 49B" and the attempted halting of a procession by "Sergeant 29C". They write "the recent conduct of the force under your command suggests that they are satisfied that they are above the laws of which they are supposed to be the officers. They have apparently some reason to believe so".
