Page four refers to an arranged "...interview with Mr. Kevin O'Higgins, Minister for Justice in the Saorstat...representative pointed out to the Minister that (a) obscene and indecent books were being freely sold at cheap rates throughout the Saorstat, (b) Contraceptive propaganda was active in Dublin and in certain parts of the country - and that (c) Contraceptives were exposed for sale in at least one shop in Dublin - and might be easily bought - especially in chemists' shops, in various parts of the country. The Minister was aware of the facts - but he seemed to feel it difficult to deal with the literature under the existing law".
