Text underneath depicts the former Irish Parliament building in College Green with the words '1782 It was and shall be.'Continues: 'Ireland has 8,750,000 inhabitants ... supplied during the last great war against France the general and two thirds of the men and officers of the "English" army and navy; has a military population of 2,000,000; and has not a parliament.' Small handwritten edit on right hand side column shows an originally printed figure replaced with 500,000.
