"Bum beefed" combines two slang words, "bum" meaning bad, phony or wrong, and "beefed", from the word "beef", meaning complaint. The phrase indicates taht someone got a faulty complaint or accusation; in this case, a person would be charged with a crime he didn't do. The author, Stephen Doherty was charged, along with two other bank robbers from Charlestown, with being the look-out for a particularly brutal murder of a fellow prisoner in hte Walpole State Prison in Massachusetts, supposedly because they thought that the victim was going to inform on them to the authorities. This is his apologia. Whether the reader believes him or not, it shows how corrupt judges and prison staff can make it extremely difficult for a prisoner to get justice.
