Summary:Sheet [somewhat distressed] which refers to the first general meeting of the governors [Richard Hely-Hutchinson, Earl of Donoughmore, who was the Chairman; Col. J. Bagwell and Stephen Moore, Esq.] and deputy governors of Tipperary held in Cashel on Thursday 28 July, 1803 to discuss "putting into execution the Act ... to raise and assemble in Ireland an additional military force for the better defence and security of the United Kingdom and the more vigourous prosecution of the war". They resolve to hold further sub-divisional meetings in Roscea, Borris-o-kane, Newport and Nenagh in early Augsut 1803. In manuscript hand in ink on verso: "Dispatched from Cashel at 5 o'clock [...] Aug. 19th 1803, 6 o'clock Thurles Aug. 19th 1803". Underneath this is written in manuscript hand: "On service for Capt. Hutchinson, Roscrea".
