First line reads:"That a Bill has lately passed the House of Commons, and is now in progress through the House of Lords, for securing the profits of his Office whilst the right of appointment to the said Office is in litigation, which Bill, it is most humbly submitted ... is, in principle, illegal and unprecedented; and in its provisions, peculiarly oppressive and unjust". Lists the names of the officers, permanent clerks and under clerks of the Common Pleas Office of the Court of Exchequer of Ireland on page 4.
