Text reads:"Number 1 / I, David Harrel being duly authorized in that behalf, do hereby grant to William Frazer medical doctor of 20 Harcourt Street, [Dublin] a licence to have three swords, six daggers, two pike heads and two single pistols and the necessary ammunition in his dwelling house, situated at above address and not elsewhere. Dated this day 17th January 1884, D. Harrell".
