"We, the undersigned....in reference to state trials, the ministerial disfranchisement Bill, the Church grievance, the prevailing distress and the unfitness of the present adminstration to rule the destinies of this kingdom ... solemnly declare ... the liberties, the franchises, and the social prosperity of the people, cannot be effectually or at all secured under any adminstration, without giving to the Irish nation a participation in its government, by the establishment of its own Parliament".
