Summary:The Government of Ireland Bill 1893 [generally known as the Second Home Rule Bill] was the second attempt made by Gladstone to enact a system of home rule for Ireland. The second reading was passed by the House of Commons but defeated in the House of Lords on 8 September 1893 by 419 votes to 41. This double spread illustration [on p. 253] from an issue of the periodical 'The Illustrated London News', dated September 16, 1893 depicts the debate on the second reading of the Government of Ireland Bill 1893 with Spencer Compton Cavendish, 8th Duke of Devonshire standing, his right hand on his hip, at the dispatch box delivering a speech against the bill to the chamber. Black and white illustrations on verso depict [p.251] "The Autumn Military Manoeuvers: sketches on the way from Aldershot" and [p. 254] "Sketches in the streets of Berne, Switzerland".
