Summary:Open letter to all attendees of the Mansion House conference requesting support of sending the Irish claim to self-determination to an international tribunal, in the belief that raising the national issue provides the most effective means of opposing conscription. Handbill reads: "The document, a copy of which is enclosed, has already been submitted to the Mansion House Conference. if you favour the proposal that the Irish claim to self-determination should be referred for adjudication to a competent and impartial International Tribunal, may we ask you to sign and return the form of endorsement annexed without delay. As this raising of the larger national issue provides an effective means of opposing Conscription, which is an invasion of National Right, your support will be of the utmost value.
