Opening line: 'We, the Rector and Senate of the Catholic University of Ireland, presume to approach Your Holiness, to express, in common with the whole Church of God, our joyful congratulations on Your long exercise of the Episcopal Office, and the profound grief with which we behold the wrongs which You, who have been the upholder of justice, alike as Pontiff and as King, daily undergo at the hands of evil men, even as He did formerly, whose Vicar You are upon earth.'
