Pledge reads : "I re-affirm [with President Wilson] the fundamental principle of Civil Liberty: Governments secure all their just powers from the consent of the governed. I deny, therefore, the right of any external Nation to impose compulsory military service on the Irish Nation in defiance of the declared will of her people. I pledge myself, accordingly, to resist Conscription, a measure of depotism that negates the acknowledged right of Nations." Handwritten note in black ink with some text missing due to tearing : "First pledge ... proposed by Dev... accepted by Dev [Éamon de Valera], Joseph Devlin. Accepted later." Over the title is a handwritten pencil note: "The vow of the Nation." Irish Anti-Conscription Committee members were John Dillon and Joseph Devlin for the Irish Parliamentary Party, Éamon de Valera and Arthur Griffith for Sinn Féin, William O'Brien and Timothy Michael Healy for the All-for-Ireland Party, with Michael Egan, Thomas Johnson and W.X.O'Brien representing Labour and the Trade Unions.
