Summary:Illustration depicts David Lloyd George and Hamar Greenwood attempting to flee from the cloaked figure of Death, who has the words "Strickland Report" written on its cape. David Lloyd George is holding a line with a dead fish attached to it, the word "Plot" is written on the body of the fish. See related print at PD 4309 TX 59 (a), which is entitled 'The Red Herring'. The Chief Secretary for Ireland, Sir Hamar Greenwood denied that the Crown forces had any involvement in the burning of Cork city on the night of 11 December 1920 and had refused demands for an enquiry (it was suggested that the acts of arson had been carried out by civilians). The Irish Labour Party and Trades Union Congress published a pamphlet in January 1921 entitled 'Who burned Cork City?' which drew upon eye-witness evidence assembled by Seamus Fitzgerald which suggested that the fires had been set by the British forces; members of the fire service testified that their attempts to contain the blaze were hampered by soldiers who fired on them and cut their hoses with bayonets. A subsequent British Army enquiry [which resulted in the "Strickland Report"] pointed the finger of blame at members of a company of Black and Tans. The soldiers, it was claimed, set the fires in reprisal for the IRA attack at Dillon's Cross.
