Plunkett Burke's fame rests on his "Essay on the Laws and Government of Rome; introductory to the Civil Law" written while an undergraduate in Caius College, Cambridge; the second edition was published in 1830. He was appointed a judge in St. Lucia in the West Indies and subsequently appointed Judge of the Admiralty Court of St. Lucia by the governor of the island General Farquhar in 1833.
