Summary: | Inscribed in pencil l.c.: "We have frequently called attention to the conditions of the footpaths in many parts of the country, even within the area of the capital. In some places in the country the paths have been entirely abolished to make wider carriage-ways. In other places the paths are neglected, rough, and full of ruts, in sharp contrast to the polished surfaces of the carriage-ways". |
