Attracting his attention
G.O.M.-"I frankly admit that i ahd had much upon my hands connected with the doings of the Government in almost every quarter of the world, and i did not know, no one knew - the severity of the crisis thatw as already swelling upon the horizon, and that shortly after rushed uopn us like a flood.".
From the above admission it is quite clear that the only way of attracting the attention of a British Minister to the fact that there is a place called Irleland, is by "Rushing on him like a flood.".
