Attracting his attention

G.O.M. [William Ewart Gladstone] -"I frankly admit that I have had much upon my hands connected with the doings of the Government in almost every quarter of the world, and I did not know, no one knew - the severity of the crisis that was already swelling upon the horizon, and that shortly after rushed upon us like a flood." From the above admission it is quite clear that the only way of attracting the attention of a British Minister to the fact that there is a place called Ireland, is by "Rushing on him like a flood."
