What is behind the Emigration Clauses
Mr. Gladstone to Irish Small Farmer-"Now, Pat, my poor fellow, you cannot possibly get on here. You will never attain to a 'mesurable distance' from reasonable prosperity if you do not emigrate to Canada. Here the soil is too poor, and your holding too small. In fact, you are altogether in a state of congestion ; so there is a free ticket you, my poor man, and you can go."
