William Ewart Gladstone, (1809-1898), leader of the Liberal Party, and Robert Cecil Salisbury, (1830-1903), leader of the Conservative party, as rival bookmakers. Gladstone is dressed in Irish shamrocks whereas Salisbury sports the Royal standard on his hat. A larger crowd of people gather around Salisbury.
