James George O'Brien (also known as Oben or Brien) is known to have exhibited views of Kilkenny in the Society of Artist in Ireland Exhibition of 1780, which is the most likely period for this drawing.
Watermark looks like a shield bearing a fleurs-de-lys within it. The letter G is visible beneath it.
