Crisis caused by failure of Dawson's and other banks and consequent petition by merchants to Parliament; ineffective Government - "This Kingdom is an object that requires more attention than it has yet received. Time has almost destroy'd the old machine by which this country was govern'd as a province, & till either that be restored, or another framed, like uneasinesses will happen, & if war continues and France carry into execution any attempt to make this country the seat of it, the Lord have mercy upon us. ..."
