Proclamation announcing the establishment of a parliament in Southern Ireland; Viscount Fitzalan of Derwent was the Lord Lieutenant-General of Ireland at this time. Opening lines read - "Whereas by the Government of Ireland Act 1920, it is enacted that on and after a certain day, to be fixed in manner therein provided, there shall be established for Southern Ireland a Parliament to be called the Parliament of Southern Ireland, consisting of His Majesty, the Senate of Southern Ireland and the House of Commons of Southern Ireland..."
