Summary:Text: "I, Earnan De Blaghd, Minister for Finance, in exercise of the powers conferred on me by subsection (2) of Section 24 of Article 2A of the Constitution do herby prohibit the holding at any time on Sunday, the 15th day of November, 1931, at any place in the City of Dublin, of the public meeting proposed to be held in Findlater's Place in the City of Dublin at or about noon on Sunday, the 15th day of November, 1931." See The Irish Press, Monday, 16 November 1931: "Another Banned Meeting / Proclamation signed by Mr. Blythe / Dublin Scenes / The holding of the weekly Sunday meeting under the auspices of the People's Rights Association was, for the second time, banned by the Free State authorities. The prohibiting proclamation was published in the Dublin evening papers of Saturday and by posters displayed throughout the city. The proclamation was signed by the Vice-President of the Free State Executive Council, and not by the Minister for Justice, as in former notices of the kind. ... [text of proclamation as above]... At the usual time for the meeting a large crowd had gathered in Upper O'Connell Street. More than forty gárdai were in uniform under Superintendent O'Connell and two Inspectors, and as many more detectives were to be seen in twos or threes in Upper O'Connell Street and Cathal Brugha Street. Speaker's Protest Shortly before one o'clock Madame Gonne MacBride, Mrs. Despard, and Mrs. John Brennan [Mrs. Sidney Gifford Czira, sister of Grace Gifford Plunkett], three of the regular speakers at these meetings, drove up and stopped outside the Savoy Cinema. Supt.[Superintendent] O'Connell approached and informed them that their meeting would not be allowed there, or anywhere else in the city. Madame MacBride protested against the interference with a gathering of citizens held in O'Connell Street for almost ten years. Shortly afterwards they drove away amid cheers. The crowd, which was very orderly all the time, then dispersed of their own accord".
