The resolution of the council calls on all who 'take their stand on [the 1916] Proclamation ... [to] make one great serious effort ... for the purpose of bringing into effect the full and complete Independence of the Irish nation ...'. The resolution was forwarded to Moloney as secretary of the 'Old I.R.A. Association'.
