Draft letter from Edmond Cotter to Maurice Moore, regarding his resignation from the post of Chief of Staff of the Irish Volunteers,

Cotter states he was unable to finish a project regarding publication of the organisation of the Irish Volunteers in each county, but he is confident Diarmid Coffey will be able to complete it. Cotter also expresses confusion over the resignation of Major Hervey de Montmorency. He states that he has asked Eoin Mac Neill and Bulmer Hobson to assist him in finding a replacement to represent Moore, and that Lt. Col. Esmonde and Major Crean were to be second and third in command after Moore.
