Moore suggests that the best work that he could do would be in Antrim and Down where different Corps need to be linked into Battalions and a County Committee under the control of a central body. He mentions that Roger Casement informed him of Berkeley's plan and that Casement is now in Belfast. He mentions item MS 7879/15 as an enclosure.
