Description:The memorandum details two plans to end partition, either through the creation of an "alll Ireland federal state with Norther Ireland as one of its constituent provinces" or through the "Reintegration of the national territory by the inclusion therein of Northern Ireland". The pamphlet continues by suggesting the necessity to "convert" a number of people in Northern Ireland to the idea of ending partition.
