The letter reads: "Comdt. [Thomas] MacDonagh is to call on you this afternoon. He countermanded the Dublin Parade today with my authority. I confirmed your countermand to the country as the leading men would not have obeyed it without my confirmation. P.H.P. 5.5. pm".
